He was trained in Police duties in India,

speaks Canton ose, Urdu and Punjabi, has made

a special study of the system of identification

by means of finger-prints (see Er Lyttelton's

despatch T0.93 of the 5th of May 1905) and

has now had 10 years experience of police work

in Hong Kong. I may add that, according to the

Hong Kong Civil List, he entered the service

before r Hallifax, though it is true that he

was employed at first in a subordinate capacity.

If Ir Wodehouse were now passed over he

could look for no promotion until Mr Badely re-

tired (in 1923 at the earliest)since I should

not have been willing to a ree to Mr Hallifax

reverting to the Cadet Service after he had

once joined the Police Force; and the position

of the Police Probationer, Ir 7.H.King, would

have been even more unfortunate. Er King, who

entered the service by competitive examination

in 1904 and has undergone special training in

police duties,has now been a probationer for

over six years and would have good

ground for complaint if, owing to the

appointment of a Cadet officer to be

I propose therefore that on

the retirement of Captain Lyons, Ir

Wodelouse should be appointed to be

Deputy Superintendent of Folice and

that the resulting vacancy for an

Assistant Superintendent should be

filled by the promotion of Ir King. I

presume that in these circurs cances

it will be necessary to select a

Folice Probationer in the results of

this year's examination, but before

making any communication to the India

office and the Civil Service Commis-

sioners I will await definite infor-

mation as to the date wherf Captain
